In relation to optimize the utilization of funds under the Operational Programme “Environment 2007 – 2013” Ministry of Environment and Water (MOEW) study of the need for funding of additional measures that meet the priorities in the "environment".

Intradepartmental working group, established by the Minister of Environment and Water, considered and proposed new measures to receive funding from the Cohesion Fund (CF) and the European Regional Development Fund (ERDF), the European Union (EU) through the Operational Programme "Environment 2007 - 2013" (OPE). Furthermore, the Ministry conducted a research for projects related to risk prevention and control of floods and fires and the need to upgrade the rolling stock at the public transport in cities – community center with poor air quality on indicator for fine particulate matter.

On august 3th, 2012 proposals were submitted to the monitoring committee of the program including the Directorate – General Regional and Urban Policy and Directorate – General Environment from the European Commission.

The proposed groups of measures were analyzed using the following criteria: Opportunity to absorb in short terms; urgent commitments in respect of the environment; utilization of large amounts of money; compliance with current topics of OPE and requirements. The performance analysis is classified in the following groups of measures.

  • Measures to increase the capacity for reaction on wildfires;
  • Measures to increase the capacity for reaction on floods and equipment for monitoring and protection of water used for shipping activities;
  • Measures for improvement on air quality, such as new rolling stock for public transport;
  • Technical support for the application of the policy protection of the environment;

Since the proposed measures and the share of the beneficiaries are not eligible for funding under OPE, it was initiated amendment of the Operational Programme “Environment 2007 – 2013”. The proposed modification was approved by the Monitoring Committee of the OP with a written procedure for decision-making, held in the period 27.09 - 10.10.2012. The same time it has initiated a procedure under art. 85 par. 4 and par. 5 of the Environmental Protection law, art. 14, par. 2 of the regulation on conditions and procedures for environmental assessment of plans and programs, art. 37, par. 4 of the Regulation on conditions and procedures for assessing the compatibility of plans, programs, projects and investment proposals with the object and purpose of the conservation of protected areas. As a result of the evaluation by the competent authorities of the need for environmental assessment, decision was issued on 10.10.2012 № EO-9/2012 NO, to undergo an environmental assessment of climate OPE, the application of which is unlikely to have a significant impact on the environment and human health (

In accordance with Art. 33 Revision of operational programs of Regulation (EO) № 1083/2006 of 11 July 2006 fixing common provisions on the European Regional Development Fund, European Social Fund and the Cohesion Fund and repealing Regulation (EO) № 1260/1999, is submitted proposal for consideration and approval by the European Commission.
