The Tenth regular session of the Monitoring Committee of OP Environment 2007-2013 (OPE) was held on June 10, in the town of Hisarya.

The session was opened by Deputy-Minister of Environment and Water and Committee Chairman Ivelina Vasileva. The meeting was attended by Karsten Rasmusen, Valeri Natan and Stavrula Pelekasi from the Regional Policy Directorate of the European Commission and Ralph Aimar as JASPERS representative.

The Monitoring Committee members discussed and approved the Annual report on the progress in the implementation of Operational Programme Environment 2007-2013 in 2010. EC representatives pointed to the significant progress in the implementation of the programme and the transparent approach to the report preparation. They welcomed the detailed presentation of the problems, difficulties and undertaken measures related to the implementation of OPE. Furthermore, to accelerate the implementation of the programme, the EC representatives outlined specific measures such as shortening the deadlines for verification and payments, ongoing analysis and control of the financial implementation, introduction of a mechanism for making financial corrections and regular consultations with municipalities.
A total of BGN 1.2 billion have been contracted under OPE to the present point, 23% of which have been paid out to the beneficiaries.
In order to further the reform of the water supply and sewerage sector in Bulgaria, the Committee approved additions to the operational programme. Subsequently, OPE will provide financial assistance for the creation of a special body at the Ministry of Regional Development and Public Works, the enhancement of the capacity of water supply and sewerage associations and operators and the preparation of strategic documents for development of the water supply and sewerage sector.
The Monitoring Committee supported the measures undertaken by the MOEW for the enhancement of the administrative capacity of beneficiaries under the programme. The meeting participants received a presentation on conducted trainings, information days, consultations and on-site visits aimed at accelerating the preparation and implementation of the projects and ensuring their quality.

Within the framework of the meeting, a visit was made to the waste water treatment plant in Hisarya, which was recently reconstructed with BGN 17.5 million provided by Operational Programme Environment and BGN 1.2 million granted by the Municipality of Hisarya.
