Deputy-Minister of Environment and Water Ivelina Vasileva and Regional Governor of Sofia Region Krassimir Zhivkov will visit Samokov on February 23, 2011 with the aim of discussing the implementation of the project for the construction of a regional waste management system. They will be in front of the municipality building at 2.30 pm, from where they will go to the site of the future landfill.

The regional waste management centre in Samokov includes the municipalities of Kostenets, Ihtiman, Samokov and Dolna Banya. The site is located near the old landfill of Samokov at a 2-km distance from the town, in the Katrandzhiya area. The first project phase, which will be financed by Operational Programme Environment with BGN 12 million, envisages the construction of the first landfill cell, recycling centre, internal roads, infiltration treatment facility, technical water tanks and monitoring wells.

The second project phase will include the construction of green waste composting site, second landfill cell, gas collection system and flare and shutting down of the first cell.

Unlike the waste landfills constructed so far, the new designed landfill will comply with all international ecological standards, including:

  • enclosure and entrance to the landfill
  • twenty-four-hour security guard
  • ditches, drainage and treatment systems for polluted surfaces and drainage waters
  • registration of the quantity and quality of infiltration prior and after treatment
  • landfill gas collection and utilisation systems
  • systematic collection of plastic bags and papers scattered around by the wind
  • daily landfill of newly transported waste
  • full waste measuring and registration
  • regular monitoring of the environment, including analysis of surface and ground waters around and in the landfill

The four municipalities are expected to submit their project for the development of regional waste management system to the Ministry of Environment and Water by the end of April at the latest. In this way, they will be the first region to submit a project proposal under the direct award procedure, opened in November last year, which also addressed the municipalities of Borovo (Byala, Ruse), Varna, Veliko Tarnovo, Gabrovo, Dobrich, Levski (Nikopol), Lukovit, Panagyurishte, Pleven, Razlog, Stara Zagora and Yambol.
