CALL FOR PROPOSALS

OPEN COMPETITION-BASED PROJECT SELECTION PROCEDURE WITH A FIXED DEADLINE FOR APPLICATION UNDER OPERATIONAL PROGRAMME ENVIRONEMNT 2007 - 2013

The Ministry of Environment and Water opens a grant procedure under Operational Programme Environment 2007 - 2013 BG161PO005/10/3.0/2/20 Activities for preservation and restoration of biodiversity in the Republic of Bulgaria.

The procedure is an open competition-based project selection procedure with a fixed deadline for application.


Potential beneficiaries:

  • Regional Inspectorates of Environment and Water;
  • National Park Directorates;
  • Natural Park Directorates;
  • Regional Forests Directorates;
  • Municipal administrations;
  • Non-profit organizations registered under the Non-Profit Corporate Bodies Act (NPCBA).

The specific objective of the procedure BG161PO005/10/3.0/2/20 Activities for preservation and restoration of biodiversity in the Republic of Bulgaria is preservation, maintenance and, where necessary, restoration of priority habitats and species, including those within the National Environmental Network.

Financial support is provided by the European Union through the European Regional Development Fund. Projects should be implemented on the territory of the Republic of Bulgaria.

The procedure comprises 3 components:

  • Component 1: Implementation of activities in reserves and parks: This component includes implementation of activities in reserves (Art. 5, Item 1 of LPT), managed reserves (Art. 5, Item 4 of LPT), national parks (Art. 5, Item 2 of LPT) and natural parks (Art. 5, Item 5 of LPT).
  • Component 2: Implementation of activities outside reserves and parks. This component includes implementation of activities in protected areas, activities related to natural sights and activities for preservation and restoration of habitats and species implemented outside protected territories.
  • Component 3: Development of action plans for plant and animal species under Art. 52 and Art. 53 of the Biodiversity Act: This component includes development of action plans for species that:

- are endangered on an international scale and the conservation thereof requires measures within the entire natural range thereof;

- the conservation status of the population of the species is not favorable;

- are non-native species having an adverse impact on the conditions of the natural habitats or on the conservation status of native species.


Indicative activities eligible for financing under the current procedure:

  • Activities and measures set out in approved protected area management plans;
  • Activities for information support and improvement of the visitor infrastructure (eco-trails, marking, providing facilitated access for people with disabilities, construction/reconstruction/equipment of visitor information centres, etc.), only where such activities are set out in approved protected territory management plans. Planned information and visitor centres should not exceed 300 sq. m. of developed built-up area;
  • Activities for preservation, maintenance and, where necessary, restoration of habitats and/or populations of species, including design and construction of facilities contributing thereof and, if necessary, biological and ecological studies directly related to the management of the populations of those species. For study-related activities to be eligible for financing, the need thereof should be substantiated in the application form, stating other studies on the same or similar topic and explaining how the project will add to scientific knowledge;
  • Pre-investment studies and development of projects in implementation of activities envisaged in the management plan for the respective protected territory.
  • Activities, including infrastructure activities, set out in approved plans developed pursuant to Art. 52 and Art. 53 of BDA, and activities curbing the negative impact of invasive species;
  • Taking an inventory of forests on the territory of reserves and managed reserves.

Project proposals may include one activity or combination of several activities listed above and described by components in the Guidelines for Applicants under the current procedure. All activities included in the project proposals should be directly related to the preservation and restoration of biodiversity.


Total grant amount to be awarded under procedure BG161PO005/10/3.0/2/20 Activities for preservation and restoration of biodiversity in the Republic of Bulgaria is BGN 34 281 147 (thirty four million two hundred eighty one thousand one hundred and forty seven leva).

Project proposal should be submitted by 21 February 2011, every working day from 09.00 am till 05.00 pm to the Ministry of Environment and Water, Cohesion Policy for Environment Directorate, Programme Management Department, 22, Kn. Maria Louisa Blvd., Sofia 1000.

Following Order of the Minister of Environment and Water RD-OP-8/31.01.2011 the deadline for application is 21 March 2011.
