CALL FOR PROPOSALS
OPEN COMPETITION - BASED PROJECT SELECTION PROCEDURE
WITH A FIXED DEADLINE FOR APPLICATION
UNDER OPERATIONAL PROGRAMME ENVIRONMENT 2007 - 2013

The Ministry of Environment and Water opens a grant procedure under Operational Programme "Environment 2007 - 2013" BG161PO005/08/1.12/01/07 Improvement and development of water and wastewater infrastructure for agglomerations with from 2 000 to 10 000 population equivalent (PE).

The procedure is an open competition-based project selection procedure with a fixed deadline for application.

Potential beneficiaries:

  • Municipalities - projects for agglomerations of settlements with from 2 000 to 10 000 population equivalent (PE);

BG161PO005/08/1.12/01/07 Improvement and development of water and wastewater infrastructure for agglomerations with from 2 000 to 10 000 population equivalent (PE) will support the reduction of the disparities with regards to the share of the population connected to sewerage system as well as the achievement of compliance with Directive 91/271/EEC providing (environmentally friendly) discharge of waste water from agglomerations with from 2 000 to 10 000 PE.

Project proposals will be financed on construction/reconstruction/modernization of sewage networks and/or waste water treatment plants and in addition, where necessary, water supply networks and/or drinking water treatment plants only as supplementary activities on provision of waste water discharge and treatment.

The financial support under the procedure will be provided by the EU Cohesion Fund. Projects will be implemented on the territory of the Republic of Bulgaria.

Leading in the project scope determination is the waste water discharge and treatement. The watter supply component shall be a supplementary activity only where necessary. Indicative types of activities to be financed under the procedure:

· construction/reconstruction/modernization of waste water treatment plants;

· construction/reconstruction/modernization of sewage networks and facilities;

· construction/reconstruction/modernization of water supply networks and facilities only as supplementary activities on the project;

· construction/reconstruction/modernization of drinking water treatment plants, new water storage tanks, main water supply pipes connecting the water supply networks of the populated area with the water sources, as well as pumping stations for ensuring the required water quantity and/or quality of the drinking water;

· construction/reconstruction/modernization of drinking water treatment plants, as well as the necessary rehabilitation activities aiming at minimization the water supply and storage losses only as supplementary activities on the project;

· preparation of the terrain;

· supply of equipment within projects on construction of new and/or extension/reconstruction and modernization of existing sewage networks, including waste water treatment plants;

· restoration of street networks damaged from construction works (construction of sewage networks or water supply networks);

· activities related to dislocation of sewage networks and water supply networks;

· development/updating of preliminary design, technical design and/or working design under the Law of the Spatial Planning;

· preparation of public procurement documentation under the Public Procurement Act in relation to activities for which the relevant documentation is lacking till the date of application;

· activities related to project development, organization and implementation (for example construction supervision, consultancy);

· other activities directly related to the project implementation when expenditures are eligible for reimbursement under Decree 249/2007;

· project management;

· project audit;

· information and publicity measures.

The total amount of the grant under BG161PO005/08/1.12/01/07 Improvement and development of water and wastewater infrastructure for agglomerations with from 2 000 to 10 000 PE is 393 481 540,00 leva.
